The balloons are from the Celebrate With Tags stamp set. I used Stampin' Write markers to colour directly to the rubber, before stamping onto Very Vanilla card. The balloons are Cajun Craze and Crumb Cake, and I used Basic Black for the strings. I fussy-cut around them, and attached them to the metallic paper before gluing down the truck.
I chose to add gold Brushed Metallic Adhesive-Backed Dots to the wheels, to complement the gold in the background paper.
The sentiment is also from the Celebrate With Tags stamp set. I stamped it in Memento Tuxedo Black ink on Thick Very Vanilla card that I'd die-cut with a Stylish Shapes circle. The stars, from the Alphabest stamp set, were then stamped in Memento Tuxedo Black, Cajun Craze and Crumb Cake. I used a Sponge Dauber to add Crumb Cake ink around the edges of the circle.
