I decided I wanted to incorporate the cute balloon paper from Stampin' Up!'s Birthday Basics Designer Series Paper pack on my card ... and it evolved from there.
Here's a close-up of the embossed background, that I created by using the Stylish Stripes embossing folder, then running the embossed card back through my Big Shot, with the stripes running in the opposite direction:
